Abstract: Governments around the world  generated large data in multitude of formats and received enormous information from citizens, employees , business  and other community  in wide variety  of formats through various channels  such as traditional (Post/Fax) and/or modern  (Website/Social media).Simply storing this valuable information does not provide  any benefits for decision making in planning and formulation of guide lines for new projects.Therefore the government organizations can use enormous data for discovering hidden patterns, previously unknown relationships, extract meaningful information and trends for decision making.The data mining  techniques can help in  not only to detect fraud and security threats, but also it can be used for measuring influence facts like citizens’ behavior, desire and  need,  that affect on improving e-government services  such as  Government to Citizen (G2C), Government to Government (G2G), Government to Employee (G2E) and  Government to Business (G2B).

The objective of this paper is how data mining techniques can help the government organizations in decision making from large data, which is collected from various organizations (National, State and Local level).This paper proposes “A Framework  for  e-Government Data Mining Applications  (eGDMA) – for effective Citizen Services”-  An Indian Perspective”  for empowering e-government services in decision making. In this framework, the government applications are divided into two, namely; Common and Department’s Specific applications. These applications are applied and examined through an exhaustive case study and reported the findings and results. This paper also examined various issues and challenges using Data Mining techniques for decision making within the government organizations.

Abstract: Personal health records (PHRs) grant patients access to a wide range of health information sources, best medical practices and health knowledge. In patient centric secure sharing, patients will create, manage and control their personal health data from one place using the web. Prior to storing the records in cloud server, they are encrypted using encryption algorithm which ensures the patient’s full control over their PHR. Patients only decide which set of users can access which set of files. In Attribute-Based Encryption the decryption of a cipher text is possible only if the set of attributes of the user key matches the attributes of the cipher text. A crucial security feature of Attribute-Based Encryption is collusion-resistance: An adversary that holds multiple keys should only be able to access data if at least one individual key grants access.

Abstract: Digital Image Processing is a process in which digital images are processed by the means of digital computer. Its main application is to improve the pictorial information for human interpretation. Almost all of the digital images contain noise. To improve a digital image, a number of enhancement techniques are available. Filtering is one of the common techniques used to remove unwanted information (noise) from the image. Image enhancement plays a vital role in every field particularly where images need to be closely examined and understood. Different images like satellite images, medical images, aerial images, microscopy images and even the real life photographs contain poor noise and a difference in lightness, brightness and/or hue between two colors that makes them more or less distinguishable. It is also used for image sharpening and smoothening. The problem of is considered as a quality improvement problem. Digital images contain various types of noises which reduce the quality of images. Noises can be removed by various enhancement techniques. Digital images can be either spatial domain or frequency domain. This paper investigates various techniques used in spatial domain image processing.

Abstract: Skin recognition is used in several applications ranging from algorithms for face recognition hand gesture analysis, medical image diagnosis and to offensive image filtering. In this effort a skin recognition system was developed for different classes of skin disease images and tested. As many skin segmentation algorithms relay on skin color, our work relies on texture features (features derives from the GLCM) to give a better and more efficient recognition accuracy of skin textures. We used feed forward back propagation neural networks to classify input textures images into three different classes. These classes represent three different skin disease conditions. The system gave very encouraging results during the neural network generalization face.

Abstract: Audio/Video Streaming services enable us to watch videos or listen to music from anywhere and from any web enabled multimedia device like our personal computers or smart phones. All that the user requires other than a personal computer or a smart device are Internet connection and a user account on the service’s website. This will allow users to enjoy music anytime-while driving a car, taking an evening walk etc.. The need for Multimedia streaming arises from the following factors: First, storage capacities of our devices are limited .It is not possible to store all our favourite music/video files in them. Also new songs/videos are being added to the already existing list of millions of songs/videos on a weekly or monthly basis. Therefore, it is more convenient to stream from a service to our personal computers or smart devices connected to the Internet by logging into our account. Also, the need to frequently update the songs/videos on each device independently is eliminated. This saves time and money. Secondly, we are moving towards high quality audio/video. Streaming enables us to consume high quality audio/video without the need of high end hardware on the consumer side. Thus, it leads to reduced reduce hardware cost. We will discuss in this paper, how streaming works and the protocols and codecs associated with audio/video streaming. An improvement over the currently used model is suggested. Finally, we will discuss the challenges and legal issues related with multimedia streaming.

Abstract: Web services are integrated software components for the support of interoperable machine-to-machine interaction over a network. Web services have been widely employed for building service-oriented applications in both industry and academia in recent years. The number of publicly available Web services is steadily increasing on the Internet. However, this proliferation makes it hard for a user to select a proper Web service among a large amount of service candidates. An inappropriate service selection may cause many problems (e.g., ill-suited performance) to the resulting applications. In this paper, we propose a novel collaborative filtering-based Web service recommender system to help users select services with optimal Quality-of-Service (QoS) performance. This system provides a QoS-aware Web service recommendation approach. The basic idea is to predict Web service QoS values and recommend the best one for active users based on historical Web service QoS records. Thus we can improve the recommendation accuracy and time complexity compared with existing service recommendation algorithms. Proposed method uses enriched NLP protocols to get the recommendation from the user comments. System successfully merges web service ranking and user comments to provide best hybrid solution for proper recommendation.

Abstract: We all are aware of the fact that there has been a sharp increase in criminal offences like theft, robberies, assaults, murders etc in the recent past that is affecting our society on a large scale. So the requirement for a well equipped infrastructural security system is definitely on the rise. So we propose some ideas to build an integrated and fully customized security system at a reasonable cost using the embedded technology. In this system we are mainly using wireless protocols named GSM (Global system for mobile communication), DTMF (Dual tone multiple frequency), RF (Radio Frequency) and a camera for live streaming. If a wrong card is entered, then an SMS will be sent to the authorized person and an indication would be given to the security man by a buzzer the SMS would be sent using GSM protocol. There would be a live streaming using a camera. DTMF is used to access the lock of the inside doors of the infrastructure using cell phone of the authorized person. RF protocol is used due to which there will be an access given to the neighbours.

Abstract: This technique is proposed for compression and encryption. Here an image is first compressed using SPIHT compression algorithm combined with Huffman coding and then the compressed image is encrypted using stream cipher. This technique is mainly used for highly efficient encryption and good compression. The Stream cipher method is chosen for their high encryption rate and they are mainly of bit-by-bit encryption. They don’t simply mean encryption but provides authenticity and integrity. Then for compression we prefer SPIHT for their unique factors such as larger bit depth, progress from lossy  to lossless compression, unrestricted dimensions in image, etc. In this paper Code was simulated using Xilinx and proposed architecture is implemented using FPGA. This paper focuses mainly on highly secure encryption and high compression rate using SPIHT method in Larger Images.

Abstract: In this big data world we find daily based data which are generated day by day e.g. google, amazon, Facebook etc.  This large amount of data is un-reliable to store, manage and analyze.  This large volume of data runs on Commodity hardware, which is parallel arranged. The data that are large in volume takes more time to execute for particular process and causes fail to distributed system because these huge volume data runs on distributed system. To overcome this issue a framework was proposed called HADOOP for big data processing and is being used now days in organizations. It process large amount of data in small amount time rather than large distributed systems. It has automatic fault tolerance capacity to tackle with failed of systems in execution or processing time using Map Reduce programming technique. Here execution time is still an issue for delivering large amount of data and processing it repeatedly for particular oracle.  Existing HADOOP system does not have any feature to reduce time for recompilation. We propose a HADOOP distributed system for large data processing, which has two type of cache memory one is local cache, and other is distributed centralized cache memory. We use these cache memories for reducing the recompilation time.

Abstract: Weighted frequent pattern (WFP) mining is more practical than frequent pattern mining because it can consider different semantic significance (weight) of the items. For this reason, WFP mining becomes an important research issue in data mining and knowledge discovery. However, existing algorithms cannot be applied for incremental and interactive WFP mining and also for stream data mining because they are based on a static database and require multiple database scans. In this paper, we present two novel tree structures IWFPTWA (Incremental WFP tree based on weight ascending order) and IWFPTFD (Incremental WFP tree based on frequency descending order), and two new algorithms IWFPWA and IWFPFD for incre- mental and interactive WFP mining using a single database scan. They are effective for incremental and interactive mining to utilize the current tree structure and to use the previous mining results when a database is updated or a minimum support threshold is changed. IWFPWA gets advantage in candidate pattern generation by obtaining the highest weighted item in the bottom of IWFPTWA. IWFPFD ensures that any non-candidate item cannot appear before candidate items in any branch of IWFPTFD and thus speeds up the prefix tree and conditional tree creation time during mining operation1.

Abstract: For many years the usage of photography is done for space-time events, used as evidence in crime scenes. Photography is developed to such a extend that people rely on the phrase that says One picture says thousand words. However every development has pros and cons, hence much powerful editing software for images has been developed thus making the modification and forgery easy and not acted upon. Therefore image composition is increased. Hence forgery of images or splicing is increased which is type of splicing where a fake object or image is added in an original image. After the insertion of the fake object it is hard to determine the original image. Thus the question arises regarding these photographs used in evidence or for any personal usage. To tackle this kind of misuse we propose forgery detection that helps to find fake images based on the illuminated inconsistencies which are subtle in the images of the photographs. This is a machine learning based approach. This technique is available for only the images containing the faces of two or more human only. We incorporate the information from physics and statistical-based illumination. We do estimation in the regions of faces only. Then we extract texture and the edge based features. These estimations are then sent to the machine learning approach and the automatic decision is made.
