Abstract: Although significantly more initiatives have been created to address gender issues in Saudi Arabia, progressive adult educators argue that there are some constraints that hinder progress in gender equality. The aim of this paper is to explore: 1) the most common obstacles in gender equality due to the lack of gender research on women's issues in Saudi Arabia, Saudi legal systems as well as Saudi social and customary norms; 2) the role of adult education in addressing gender issues along with some recommendations.

Abstract: This study aims to analyze the influence of environmental factors, social factors, and economic factors on the welfare of farmers in the concession areas of coal mining, either partially or simultaneously. Questionnaires are used as data collection instruments. The number of samples is determined by using the Slovin formula. Determination of sample by Proportionate Stratified Random Sampling method. Further selection of members of farmer groups as respondents with simple random sampling method. Analytical technique using multiple linear regression analysis using Program Statistic Products and Service Solution (SPSS) version 22.0 for windows. The research results show that environmental factors, social factors, and economic factors simultaneously significant affect the welfare of farmers in coal mining concession areas. Environmental factors and economic factors have a significant effect on the welfare of farmers, while the influence of social factors is not significant.

Abstract: The general objective of this research was to examine the institutional factors influencing ICT integration in public secondary schools in Wajir County. The study specific objectives included; to determine the influence of financial resources; institution facilities; teachers training and the influence of teaching and learning resources on ICT integration in public secondary schools in Wajir County. The study adopted a descriptive research design and the study population comprised of 340 board members and teachers from 17 public secondary schools in Wajir County. The study applied a stratified random sampling technique to select a total of 102 (30%) teachers’ respondents as the sample size. The main data collection instruments were the questionnaires containing both open ended and close ended questions with the quantitative section of the instrument utilizing both a nominal and a Likert-type scale format. Descriptive statistics data analysis method was applied to analyze data aided by Statistical Package for Social Sciences (SPSS) to compute responses frequencies, percentage mean and standard deviation results. The study found out that institutional factors notably; financial resources; institution facilities; teachers training and teaching and learning resources were the major institutional factors that influenced ICT integration in public secondary schools in Wajir County. The study recommends that the government through the ministry of education should provide more financial resources to the public secondary schools in Wajir County. The school management should also implement effective financial management and procurement management strategies to ensure accountability and transparency in utilization of funds on ICT integration activities.

Abstract: The purpose of this research was to assess the contribution of internal control activities on fraud detection on government funds and was carried out in Gasabo district headquarters. The objectives; to identify the influence of control policies on fraud detection on government funds in district, to examine the effect of control procedures on fraud detection on government funds in district and to analyze the contribution of control techniques on fraud detection on government funds in district. The literature and empirical review related to contribution of internal control activities on fraud detection on government funds were reviewed as well as the conceptual framework that shows the relationship between internal control activities and fraud detection. The research design used was both descriptive and analytical while the population was 120 employees of district and the sample size was 55 respondents. The purposive and simple random, data collection tools were questionnaires and interviews while desk review was consulted. The researcher found out that: elements of internal control techniques are important in fraud detection in district. Detecting fraud in the district are monitoring and evaluation so as to detect all the possible causes and forms of fraud, role separation so as to ensure that there is no duplication of work, cross checks to ensure that errors are detected in time and money handling polices and techniques to ensure that money is well handled to avoid any form of fraud. Title: THE CONTRIBUTION OF CONTROL ACTIVITIES ON FRAUD DETECTION ON GOVERNMENT FUNDS: A CASE STUDY OF GASABO DISTRICT

Abstract: The relationship between Supervisor Dominant Leadership Style and job satisfaction was investigated among 240 randomly selected non-managerial hospital personnel, between the ages of 20 – 65 years of age working in hospitals within the southern region of the United States. The Hersey’s perspective of the Situational Leadership® Model and Spector’s (1997) Job Satisfaction Scale were used in this investigation to obtain data for analysis. Results of the investigation revealed that the selling leadership style (S2 - 40%) and delegating leadership styles (S4 - 33.3%) were the dominant styles practiced by supervisors.  However, multimodal leadership styles were also identified (S1S2S3, S2S3, and S2S4). Participants considered contingent reward the most important component of job satisfaction, while communications was considered the least.    Sixty percent of the participants indicated their leader had a low level of adaptability (LAS < 24). Conversely, 10 percent reported that their leader had a high level of adaptability (LAS > 30); and 30 percent reported their leader had moderate adaptability (LAS ≥24≤30).

Abstract: The purpose of this study is to examine the relationship between psychological needs and global personality domains (GPDs). Two hundred fifteen (215) college students were tested for Cattell’s (1992) 16 Personality Factors (16 PF) and Elnar’s (2015) Scale of Filipino Student’s Needs (SFSN-C).  Although the main results indicate an average level across all dimensions of GPDs and needs, it was found that GPDs are not correlates of students’ psychological needs. However, the need for spiritual enrichment shows a significant negative correlation with student’s anxiety. This goes to show that when a person’s anxiety depletes, his or her need for spirituality increases, or vice versa. Path analysis likewise confirms the association of a student’s anxiety to their need for spiritual enrichment. Meanwhile, it is found that anxiety is the best pattern of conduction with the need for spiritual enrichment and to the rest of the psychological need dimensions. Implications and suggestions for future research are discussed.

Abstract: E-Government offers services to those under its jurisdiction, where they can benefit from all the electronic transactions with the-government. This study intends to develop a theoretical model for explaining and predicting citizen acceptance and use of E-Government services in Jordan. Citizens’ perspective is very important to investigate the use behavior of Government in the Jordan environment. The proposed research model for citizens’ acceptance of e- Government services is constructed base on literature review. The model expands the belief concept in unified theory of acceptance and use of technology (UTAUT) by including five more constructs that are Trust factor (TF), Computer self-efficacy (CSE) and continued usage intention of (CUI). Findings of model’s reliability show highly reliable.

Abstract: This study set out to examine the role of social inclusion as a means by which a county government in Kenya can use to empower marginalised minorities and in the process protect their rights and at the same time comply with the provisions of the law as a duty bearer with the obligation to that require county governments to protect the rights of minority groups within their jurisdictions. The objectives of the study were to establish the extent to which minorities in Kericho County were involved in citizen participation; determine the extent to which basic services were available to minorities in the county; find out the level of empowerment among minorities in the county and establish the extent of political engagement minorities were allowed in the county. The research design used in the study was a descriptive design which was considered appropriate in establishing facts as they were. The target population of the study comprised members of minority groups who were residents of two informal settlements within Kericho town and who were assumed to be marginalised. A stratified sampling method was used to select the respondents among members of the minority groups, while officials of the county government were purposively selected. The sample size selected was 290 individuals comprising 275 member of the minority groups and 15 government officials purposively selected. The instruments used to collect data comprised structured and semi-structured questionnaires, while IBM’s SPSS software version 21 was used to analyse the collected data. The key findings of the study have revealed that the level of citizen participation in Kericho County was not up to the recommended level, with a mean score of 2.94. This indicates that a majority of the respondents disagreed that citizens were involved in governance issues of the county. Regarding access to basic services, the results show that the county was performing poorly with a mean score of 2.94 for availability of safe drinking water in their village, mean of 1.87 for access to the nearest water point in their village. A mean of 3.53 for level of health services available near their village was also established. This indicates that a majority of the respondents disagreed that citizens had adequate access to basic services. The standard deviation of the responses was however less than 2 indicating there were no big variations in the responses given. The study also confirmed the reviewed literature that there is a statistically significant relationship between citizen participation, access to basic services, empowerment and political engagement and performance of governance and that this effect is differentiated. Each of the four independent variables of social inclusion were found to have differentiated effect on performance of county governance. Access to basic services was confirmed to have the highest effect (60.9%), followed by empowerment (56.6%), citizen participation (51.4%) and the least was political engagement (39.2%). In conclusion, from the research objectives and the research questions the underlying objectives of the study were achieved. It was evident from the findings of the study that the performance of county governance could be improved significantly if citizen participation, access to basic services, the empowerment and political engagement of minority groups were mainstreamed in appropriate processes of government. An intra-governmental team comprising officials of the executive branch of the county government and members of the county assembly could be formed to look at the entire issue of social inclusion/exclusion in the county with a view to coming up with the necessary mechanisms to improve on this area.

Title: ROLE OF SOCIAL INCLUSION OF MINORITIES’ PARTICIPATION ON THE PERFORMANCE OF COUNTY GOVERNANCE IN KERICHO COUNTY, KENYA

Abstract: Globally, reports on the poor performance, higher failure rate and unsatisfactory performance of food security projects are common despite the massive investments by the various stakeholders raising concern on their sustainability attainment of the mission of the stakeholders. The primary concern of this study was to address how the project management practices affected these food security projects performances in Kilifi County. There is a little comparative analysis of the effect of project management practices on the performance of food security projects in Kilifi County, hence creating gaps in the existing literature. The distinct objectives of the study were to establish the extent to which monitoring and evaluation, stakeholder analysis, leadership, and scope management affected these food security projects in Kilifi County. The study was informed by system theory, the theory of social protection and theory of constraints. The study utilized a descriptive survey design to carry out a detailed and informative evaluation of the projects. The project had a target population which included all the stakeholders in the food security projects in Kilifi County that were randomly sampled to a sample population of 128. To be able to realize these general objectives, the study utilized both primary and secondary data. The study mainly used questionnaires to collect primary data. Quantitative data were analyzed using descriptive statistical techniques which included frequencies, means, and standard deviations and presented in the form of figures and charts. Inferential statistics such as Pearson Product Moment correlations were used to establish the relationships between the variables. Multiple regressions were used to determine the cause-effect relationship. Through regression model, the study found out that that monitoring and evaluation, stakeholder analysis, leadership, and scope management had positive and significant effects on the performance of food security projects, r=0.256 p<0.05, r=0.279 p<0.05, r=0.312, p<0.05, r 0.335 p<0.01 respectively. Cronbach’s alpha reliability coefficients for stakeholder Analysis, scope management, monitoring and evaluation and project leadership are all greater than 0.700 (0.734, 0.824, 0.782 and 0.744 respectively). The overall F-test was 107.655 with a P value of <0.001. The study outcomes enabled the policymakers to formulate, design and implement policies that create enabling environments for sustainable food security project successes and private sector involvement in development projects. Found to be integral to these project at all levels, the study recommended that project management practices be accurately written and reinforced to the letter.

Abstract: The study was on school infrastructures and students’ performance in Kayonza district, Rwanda. The study was conducted using both quantitative and qualitative approaches. The sample size of the population included 1 DEO, 3 SEO, 8 Headteachers, 8 PTAs , 32  teachers, and 47 students. The study indicated that the schools of 9YBE program in Kayonza district lacked enough facilities such classrooms toilet, offices, laboratories, libraries, water, electricity, desks to support the teaching and learning activities and this affected  the performance of those schools. Data were collected using instruments like questionnaires, observation checklist and interviews. Data were described and presented using tables and analysed using percentages in drawing conclusions and recommendations.  The study  found that the  inadequate or  lack of  basic infrastructures which included roads, electricity, water, buildings, classrooms, desks, toilets, offices, laboratories, libraries and  trading centers affected the performance  of  students under 9YBE schools in Kayonza District.  The study recommended that more libraries and laboratory materials, sufficient science and technical equipments materials, adequate supply of high quality teaching and learning materials, access to safe water and electricity, were required in improving the students’ and teachers’ performance in all schools.

Abstract: Rwamagana is one of the districts that have attracted many donor funded projects in Rwanda. The question that this study sought to answer is why are these donor funded projects are not delivering the expected results or benefits to the recipient community? And this will be guided by answering the questions of what are the structural patterns affecting performance of these donor funded projects and how do these structural patterns impact the performance of donor funded projects in Rwamagana district by focusing on Rural Sector Support Project as one of the donor funded projects operating in Rwamagana district. The general objective of the study was to assess the impact of structural patterns on the performance of donor funded projects in Rwamagana district. The study used a survey research design. The target population of the study was made of 46 employees of Rural Sector Support Project in Rwamagana district and other project’s staff located at the head office at Kigali as they have the information relevant to this study. The researcher preferred to use a census since the population under this study was quite small. The data collected were well examined and checked for completeness and comprehensibility. They were summarized, coded and tabulated. Means, standard deviation and frequency distribution statistical methods were used to analyze data. Data presentation was done by the use of frequency tables for ease of understanding and interpretations. Statistical Package for Social Sciences was used to execute simple linear regressions. Regression and correlation analysis were used to describe the impact of structural patterns on performance of Rural Sector Support Project. The researcher concluded a strong relationship between funds disbursement and performance of Rural Sector Support Project.  Furthermore; the researcher concluded a significant relationship between competence of project implementers and performance of Rural Sector Support Project. Finally; the researcher concluded a significant relationship community involvement and performance of projects. The researcher recommend the project team and project managers elaborate and timely put in place the project budget so as to ensure that all tasks and activities are carried out within the expected time frame and this will ensure the project performance. The researcher recommend the project owners and managers to recruit the team that is experienced in implementation of donor funded projects because these projects are associated with a very risky and changing environment which needs special working experience to deal with it. Since this study focused on structural patterns and performance of donor funded projects in Rwamagana district, the research only investigated issues related to the subject matter of the study, however a few areas for further research were identified and the researcher suggest the same study to be carried on different donor funded projects outside of Rwamagana district so as to support or contract the findings of this study.

Title: THE IMPACT OF STRUCTURAL PATTERNS ON PERFORMANCE OF DONOR FUNDED PROJECTS IN RWAMAGANA DISTRICT: A CASE STUDY OF RURAL SECTOR SUPPORT PROJECT

Abstract: The proposed Scaling-Up Energy Access project was launched in 2013 and expected to be phased out in November 2017. The project covers the Northern and Western provinces of Rwanda. The project  expected to upgrade and rehabilitate two existing substations in Northern Province, the Gifurwe substation to 10MVA capacity and the Rulindo substation (also to be relocated) to 20MVA capacity; (ii) build about 464 km of medium voltage (MV) and 710 km of low-voltage (LV) distribution networks in both provinces; and (iii) connect 25,438 households and priority institutions (179 schools, 29 health centers and 25 sector administration offices) to the grid along the constructed distribution network areas. According to the project evaluation report of September, 2017 on performance of Scaling-Up Energy Access project, the project managed to achieve its targets in respect of connecting 179 schools, 29 health centers and 25 sector administration offices. By 15th September, 2017 which is the time the performance evaluation was carried out, and only 15, 568 households were connected against 25,438 targeted. The project evaluation report did not reveal the factors behind the failure of Scaling-Up Energy Access project to connect all of the targeted households. Given this situation; several factors like resources inadequacy, poor monitoring and evaluation, lack of technical designs, lack of effective contract management systems, poor infrastructures like roads, dispersed households and poor access to finance for local people are said to be on the top of the factors that led to poor performance of Scaling-Up Energy Access project in respect of connecting all of the targeted households. Up to now, there is no consensus among the project’s stakeholders about the real factors that led to poor performance of Scaling-Up Energy Access project in respect to connecting all targeted households. Therefore, the researcher is eager to analyze the factors affecting performance of rural electrification projects in Rwanda. The researcher undertook quantitative research. Its sample size equaled to 158 respondents. Primary data were collected through the use of questionnaires. Based on the information drawn from findings the researcher concluded that the effect of technical design factors on performance of Scaling up Energy Access Project is significant. It was found out that the project could not perform without operational feasibility. Project also should not succeed without efficacy of technical feasibility. The findings demonstrated that there is a strong relationship between resource factors and performance of Scaling Up Energy Access Project. The study found out that financial resources have a great effect on successful completion of the project’s activities. It showed that the increase of one unit in resource factors would increase the performance of Scale Up Energy Access project by .298 units if other variables remain constant. The findings study demonstrated that there is a strong relationship between contract factors and performance of Scaling Up Energy Access Project where the increase of one unit in resource factor increases the performance of Scaling Up Energy Access Project by .176 units if other variables stay constant. After analysis and interpretation of data, the researcher came up with the following recommendations: Project management should consider technical design factors in order to ensure effective implementation of project activities, Project managers should put much emphasis in availing enough resources including human, financial and material so as to ensure the successful performance of the projects and Project managers and their project teams must consider the contract factors so as to ensure that the tendering processes are effective and all materials needed are available on time.

Title: ANALYSIS OF FACTORS AFFECTING PERFORMANCE OF RURAL ELECTRIFICATION PROJECTS IN RWANDA: A CASE OF SCALING UP ENERGY ACCESS PROJECT (SEAP)

Abstract: The construction industry is transitioning rapidly towards modernization with Information Communication Technology (ICT) playing a significant role in this transformation giving birth to customized technologies and applications that suite the industry. It is therefore important that to understand what this transition constitutes by addressing the gap in knowledge of BIM use for Project Management in Nairobi County. Thus, the main objective was to determine effect of building information modelling on projects implementation in Nairobi County. The research was guided by four objectives within the study area of Nairobi County: to establish the effect of building information modelling (BIM) in design on project implementation; to determine the impacts of building information modelling in project estimation project implementation; To examine the role building information modelling in project scheduling on project implementation and to explore building information modelling in information asymmetry management on project implementation in Nairobi County. The study targeted 230 management from 43 projects in Nairobi County. Simple random was used to select a sample of 144 management.  The research design that was employed was survey research, in which data from members of a population were collected to determine the status of that population with respect to the variables under study. The survey research was exploratory in establishing the effect of BIM in construction project management by asking individual respondents working in target organizations about their perceptions and personal experiences with respect to BIM use in construction projects. Data was collected qualitatively and quantitatively and analysed by SPSS version 23.0. The findings revealed BIM project design positively and significantly influences project implementation success, BIM project estimation positively influences project implementation success, BIM project scheduling has a positive and significant effect on project implementation success and information asymmetry has the potential to influence project implementation success. Furthermore, the county makes use of BIM project scheduling in resource allocation at all the project stages. However, the county rarely uses BIM to create project scheduling pie charts and bar charts. The study recommended that stakeholders involved in construction projects need to make efforts towards ensuring that there is BIM project estimation so that they can effectively make changes to the building model. Besides, there is need for the county to utilize BIM in adding and assigning activities and resources. As well, clients need to have access to BIM in an effort to enhance transparency and reduce instances of information asymmetry.

Title: Effect of Building Information Modelling on Projects Implementation: A Case of Nairobi County

Abstract: Language is an indispensable tool in human and societal development. The dynamic nature of language requires continuous studies in order to keep pace with the development and also expand the frontier of knowledge. This paper attempts to examine the variety of Hausa spoken by the Kanuri in mainly Kanuri speaking areas of Maiduguri metropolis phonologically as well as morpho-syntactically. Interview and unobtrusive observations were the main tools used in the collection of data. The analysis reveals that at phonological level, variations are due to sound deficiency of some Hausa sounds in Kanuri phoneme inventory. The phonological variations reflected in the study are: glottalized sounds are deglottalized, labialized sounds are delabialized, there is no distinction between flap and trill sounds, diphthongs /ai/ and /au/ are monophthongized. At the morpho-syntactic level there is lack of adherence to gender/concord rules, improper use of indirect object markers and preposition among others.

Abstract: This study discusses the supervision system of madrasah head to teacher performance in Madani Pao-Pao Pesantren. The research used quantitative-qualitative approach with data collection method in the form of observation, interview, questionnaire and documentation. The results showed that: (1) Implementation of madrasah head supervision management system at Madani Pesantren Pao-Pao Gowa Regency has been well implemented in terms of planning phase, implementation phase and evaluation and follow-up activities in conducting supervision of teacher performance on learning process, (2) description of teacher performance in learning process at Madani Pesantren Pao-Pao Gowa Regency through the supervision of the head of the madrasah has been implemented in accordance with the purpose of learning so that if described the performance of teachers are in the category both with some indicators of preparation plans and learning process, the development of professionalism competence, professional development through reflective action, learning management activities (preliminary activities, management of learning, core activities in the application of learning approach / model, core activities in the implementation of assessment and closing activities), (3) The steps taken by the head of madrasah in supervising the performance of teachers in Madani Pesantren Pao-Pao Gowa Regency consists of three stages, namely the planning stage, consisting of making the schedule of teaching teachers, conducting dialogue to make agreements and preparations in the implementation of teacher performance monitoring, implementation phase is done to obtain data and information about teacher performance in terms of learning process, namely the ability and competence illustrated by the teacher's teaching behavior toward the students in the classroom and the evaluation and follow-up phase, the evaluation consists of preliminary activity assessments at the beginning of the teaching teacher, the core of the lesson, and the closing while the follow-up forms are suggestions, educational advice, solutions to problem solving faced by teachers, and improvements in teacher performance to be better, (4) Impact of supervision by the head of madrasah on teacher performance in learning process at Madani Pesantren Pao-Pao Gowa Regency with good supervision will be found the root of the problems that arise and look for solutions, because supervision activities conducted by the head of madrasah to teachers in principle in the form of supervision operational support to teachers in learning and not command or instruction, in other words that the supervisory activities the principal of the teacher is done solely because of his responsibility for improving the quality of teachers.
