Abstract: This study evaluates the impact of monitoring and evaluation (M&E) tools on the performance of funded social development projects in Rwanda, specifically focusing on the Joint Program Rural Women Economic Empowerment (JP RWEE) phase one project across Nyaruguru, Ngoma, and Kirehe Districts. The research aims to assess the effects of the logical framework, work breakdown structure, and critical path method, with staff attitude as an intervening variable. Utilizing a descriptive survey design, a sample of 92 respondents was determined from a population of 1,093, ensuring a 10% margin of error. Data was collected through self-administered structured questionnaires and interviews, achieving a 100% response rate, predominantly from female participants (79%). Findings indicate that M&E tools significantly influence project performance, with mean scores reflecting positive impacts: logical framework (4.06), work breakdown structure (4.04), critical path method (3.93), and staff attitude (3.94). Statistical analysis revealed strong positive correlations, particularly highlighting the logical framework's influence. The study concludes that effective M&E tools enhance project outcomes by improving planning and implementation. Recommendations include regular training for project managers, active engagement in M&E processes, and the adoption of digital tools. These findings are pertinent for UN agencies, policymakers, and NGOs, with suggestions for future research on staff attitudes, technology integration, and stakeholder engagement. Overall, the study underscores the critical role of M&E tools in enhancing the performance and sustainability of social development projects in Rwanda.

Abstract: A project is considered successful when it achieves its objectives, adheres to established criteria, meets deadlines, and remains within the allocated budget of the organization. The utilization of monitoring and evaluation (M&E) methods has enhanced collaborative learning among stakeholders, increased productivity, and built capacity, all aimed at applying the insights gained to modify organizational policies and procedures. Therefore, this study sought to investigate the influence of budgetary allocation on the performance of NG-CDF projects within Nyaribari Masaba Constituency. The research utilized a descriptive research design. The focus population consisted of NG-CDF projects within the Nyaribari Masaba Constituency, with a total of 2,376 respondents. This group included monitoring and evaluation teams from various organizations, members of the CDF committee, the general public, elected officials, government representatives, and religious leaders. To obtain a representative sample, the researchers applied a stratified sampling method, while the selection of respondents was carried out through simple random sampling. The final sample comprised 342 individuals, and primary data was gathered using questionnaires. A pilot study was conducted with 34 respondents to evaluate the study's procedures. To ensure the validity of the research, measures of content validity, criterion validity, and face validity were employed. Reliability was determined through the Cronbach's alpha test. For data analysis, descriptive statistical methods, including mean and standard deviation, were utilized to interpret the quantitative data. Additionally, inferential analyses, such as correlation and regression analyses, were performed. The results were illustrated through tables and figures. The research indicated a positive influence of budget allocation on the performance of NG-CDF projects within the Nyaribari Masaba Constituency. The findings suggest that adequate financial resources are accessible for the monitoring and evaluation of these projects, along with a sufficient workforce committed to this endeavor. The study suggests that the budget for monitoring and evaluation should be clearly specified within the project budget to acknowledge its crucial role in ensuring successful project execution.

Abstract: Currently, the alien species known as black chin tilapia is spreading. Alien species are organisms that did not originate in the area. The majority of them were introduced by humans, either purposefully or unintentionally. Aliens have had a wide-ranging impact on the ecosystem, including effects on the food chain and wildlife genetics in terms of original genetic material survival. This review paper provides an overview of the negative impact of blackchin tilapia on the environment and its consequences, with citations from trustworthy studies.

Abstract: The rapid advancement of digital technologies has significantly impacted university-level music education, transforming traditional teaching methods into more dynamic, interactive, and student-centered approaches. This paper explores the role of technology-enhanced learning (TEL) in university music programs, focusing on how digital tools such as virtual instruments, music production software, and online platforms are reshaping instructional practices and learning experiences. By integrating digital resources, educators can support personalized learning paths, facilitate remote collaborations, and provide students with hands-on experiences that mirror real-world industry practices. Abstract: The main objective of this study was to evaluate the influence of reward policy, and organization communication on employee performance in the public sector in Kenya with a consideration of the National Registration Bureau, Nairobi. Specifically, this study established effects of reward policy, organizational communication, job security and training on performance of civil servants at NRB. The study used equity theory, attribution theory, Maslow’s Hierarchy of Human Needs Theory model and Social Cognitive theory. A descriptive research design was used for the investigation. The investigation targeted the 1,918 employees who work at NRB in Nairobi County. The researcher used Krejcie and Morgan formula to determine sample size for study. A questionnaire served as the instrument for acquiring data in this investigation. Pilot examination was conducted in to determine the validity and reliability of the instrument. The statistics were modified, encoded, and imported into SPSS version 26.0 for analysis. Multiple regression model was used to ascertain how parameters relate to one another. The study revealed that a change in reward policy, and organization communication significantly impacted employee performance. A 24.5% change in reward policy results in a 0.245-unit change, while a 34.5% change in communication results in a 0.345-unit change. These findings suggested that adjusting these factors can significantly impact employee performance, highlighting the importance of effective communication and training in enhancing employee performance. The study concluded that a well-structured reward policy, and organization communication are important for improving employee performance in Kenya's public sector. The study recommended the following; Public-sector organizations should emphasize the creation and execution of a clear and equitable incentive strategy that is consistent with employee contributions and industry benchmarks. The study recommended that a bottom-up method to communication be implemented in Kenya's public sector; this can improve communication between managers and their subordinates, ultimately improving employee performance. Organizations should establish clear and open personnel policies that promote job stability and effectively convey them to all employees. The report suggests doing the investigation again in different parastatals to facilitate generalization of the research findings.

Abstract: The general objective of the study was to determine the impact of the impact of internal control systems on the financial performance of Neema Livestock and Slaughtering Investment Limited and specific goals were to ascertain the effects of control environment, communication management on the financial performance of Neema Livestock and Slaughtering Investment Limited. The study holds significant value for various stakeholders, including businesses, policymakers, investors, and regulatory bodies. It was easier for Kenyan meat exporters to pinpoint areas for development and put into practice practical plans to boost operational effectiveness if they are aware of how internal control systems affect financial performance, mitigate risks, and optimize resource allocation. By strengthening internal controls, companies can safeguard their assets, improve decision-making processes, and ultimately achieve sustainable growth and profitability. The study was grounded in three theories, including stakeholder theory, information theory, and modern portfolio theory. The study employed a descriptive research design with a study population of 100 respondents. The census method was adopted during sampling. Data was collected using questionnaires. The pilot study was conducted using 10 participants who was randomly selected from KMC and SPSS, and basic statistics was used to examine the qualitative data. The data was presented using tables and figures. Inferential statistics was used to show how variables are related. Ethical guidelines were observed during the study. The findings showed a significant link between internal control systems and financial performance. The results show that control environment, and communication management have an effect on financial performance. It concludes that effective communication management and financial performance are significantly connected and that communication management at NLSIC has a significant impact on financial performance. It is imperative that NLSIC's management understands that organizational controls facilitate the implementation of strategies and enable both proactive and reactive corrective changes for enhanced financial performance. Internal organizational controls allow senior management to determine what needs to be adjusted and when .Further investigation of the internal control system and financial performance is warranted in light of the study's results, recommendations, and conclusion.

Abstract: The study aimed to assess the effect of parental conflicts on school dropout rates in Bugesera District's twelve-year basic education schools in Rwanda. It was based on system theory and ecological systems theory. A descriptive research design was used, involving 600 participants: 30 headteachers, 90 teachers, 390 parents / guardians, and 90 students from 30 schools across 15 sectors of Bugesera. The sample size was calculated using the Yamane formula, yielding 240 respondents. Key findings include: A strong positive correlation (0.909) between parental conflicts and student dropout rates, A strong positive relationship (0.890) between poor parental communication and dropout rates, A strong positive correlation (0.889) between parental alcohol abuse and student dropout, highlighting the detrimental effects of substance abuse on children's academic engagement. The study concluded that the lack of parental engagement, particularly during disputes, significantly contributes to dropout rates. It recommended that Bugesera schools and communities provide counseling and conflict resolution services, while the Ministry of Education should collaborate with community organizations to offer support for students affected by parental conflicts. Parents should also be made aware of the negative impact their conflicts have on their children's education.

Abstract: This research project highlighted the fact that there were still gender mainstreaming stereotypes in our society that impede socioeconomic development, despite many efforts that have been made so far. The primary goal is to analyze how gender mainstreaming stereotypes influence socioeconomic advancement, with an emphasis on negative socio-cultural norms, religious beliefs, and leadership misconceptions. The significance of the study was to guide policy and practice by establishing a foundation for resolving gender disparities and promoting inclusive development. The research used structured questionnaires, to collect quantitative data and interviews to gather qualitative data. This comprehensive method ensured a full investigation of the effect of gender stereotypes on socioeconomic outcomes, intending to provide useful insights to policymakers, academia, and civil society organizations. The sample size of 392 respondents was selected from the target population of 18,684 using purposive and stratified random sampling techniques. The collected data was analyzed using descriptive and inferential statistics. Descriptive statistics included frequencies and percentages, while inferential statistics involved Pearson Correlation Analysis using SPSS IBM version 21.0. Additionally, qualitative data was thematically analyzed and presented in narrative form. From the findings, the first objective showed that negative socio-cultural norms significantly restrict women's socio-economic development in the Cyeza Sector. Negative norms, with standard deviations between 0.392 and 0.418, undervalue women’s economic contributions and limit their leadership opportunities. The second objective was that religious beliefs, ranging from 0.365 to 0.415, impact gender roles and family dynamics, often hindering women’s autonomy. The third objective showed that leadership misconceptions, with standard deviations from 0.383 to 0.421, subject women to criticism and bias, restricting their leadership roles. Some recommendations were that bodies in charge of Gender equality should implement extensive education programs to challenge and change negative socio-cultural norms and stereotypes that undervalue women’s roles in the economy and leadership. The conclusion was that efforts to change cultural perceptions and encourage gender-inclusive practices are crucial for the comprehensive growth of the Cyeza Sector.

Abstract: This paper aimed to study the formation and development of Hanoi's unique cultural identity in the context of globalization and cultural exchange, clarifying the role of cultural interplay and diversity in shaping the city's cultural identity. The research applied theories related to urban culture, including cultural intersection theory, globalization theory, and habitat theory. Through this, the paper analyzed and compared Hanoi with other major cities such as Tokyo, New York, and Paris to understand the differences in the formation of cultural identity. The research results indicated that Hanoi retained many traditional cultural values, creating a rich blend of traditional and modern cultures. The paper also proposed several policies for preserving cultural heritage, including protecting historical sites, developing cultural tourism, and enhancing education about local culture. Abstract: The main objective of this study was to establish the influence of Strategic Leadership on performance of Private Hospitals in Nairobi City County in Kenya.  To achieve this objective, the study developed research questions and was statistically tested. The theories on which the study was hinged were Transformational Leadership Theory, The Resource – Based View (RBV) Theory, Reinforcement Theory, Transaction Cost Economic (TCE) Theory and Endogenous Growth Theory. The study adopted a descriptive research design, and used both qualitative and quantitative approaches. The study looked at a population of 62 private hospitals in Nairobi City County. Simple random sampling was used to sample 96 respondents. The study used open-ended and closed-ended questionnaire as the main mode of data collection. Primary data was collected using structured questionnaires. Secondary data was collected from institutional documents. The collected data was edited, coded and entered into SPSS software for analysis. Data was analyzed using descriptive and inferential statistics. The findings indicated that strategic leadership is crucial for improving performance, aligning resources, and motivating staff. Hospitals with visionary leaders and effective communication of goals experienced better performance outcomes. The study concluded that Strategic leadership is a crucial factor, with hospitals that have visionary leaders able to effectively communicate their goals and motivate staff demonstrating superior operational efficiency and improved patient outcomes. Based on the study’s findings, it is recommended that private hospitals in Nairobi City County strengthen their strategic leadership practices to enhance operational efficiency and overall performance. Hospital leaders should focus on clear communication of strategic goals, fostering a shared vision among staff, and building an inclusive environment that encourages employee engagement and innovation. Additionally, leadership development programs should be prioritized to equip leaders with the necessary skills to navigate the complex healthcare landscape and drive strategic initiatives effectively.

Abstract: Sporting activities serve as catalysts for promoting development of tour operator firms in most developed and developing countries. However, there are few studies that have been carried out that focuses on sports activities, and how they influence tourism development. This is especially in relation to the effect of sporting activities on performance of Tour Operator Firms in Kenya. This study sought to establish the influence of selected (athletics, ball games, water sports and motor-sports) sporting activities on performance of registered tour operator firms in Nairobi City County, Kenya. The theoretical framework was both the Intrusion-Reaction and the Core Periphery Models. The study adopted a descriptive survey research design and whose target population was 248 individuals made up of 244 leaders of tour operator firms in Nairobi County registered with the Kenya Association of Tour Operators (KATO) as of October 2022, and whose operations are within Nairobi City County. It also included the Director, ministry of tourism and wildlife, County Executive Committee Member in charge of Trade, Tourism and Cooperatives at the Nairobi City County, the Director Kenya Tourism Board, and the Director General Sports Kenya. The sample size was 154 respondents was arrived at through stratified sampling and random sampling. This study used semi-structured questionnaire and key informant interviews as tools for primary data collection. To uphold research ethics, respondents filled the questionnaires anonymously while data obtained was handled with utmost confidentiality. The study used data analysis techniques that are favorable to both quantitative and qualitative methods. Where necessary, the data analysis was supported by Statistical Software for Statistical Sciences (SPSS) version 24. Output of data analysis has been presented in tables and graphs. Though most TOFs are never involved in athletics, there are those who participate in local athletics and in international athletics activities once or twice a year. It is same in ball games but often in local events and to a lesser extent on international events, 3 to 4 times year.  On motor sports those involved and them that participates do so rarely mostly at international level at less than 2 times in a year.  TOFs involvement in water sports is mostly rarely and often at international level than local at a frequency of less than twice a year.  There were other sports TOFs were involved though this were not the majority. Majority of TOFs do branding and advertising during sport events often, and are aware of the branding and advertising opportunities presented by sports events Most relevant games to them are ball games, darts, motorsports, scuba, snorkeling and watersports- dhow safari, though none of these sports were outrightly substantially favored by the firms, and the resultant income is mostly from local activities when compared to international activities. Athletics is positively correlated to TOFs performance and the relationship is statistically significant at r<0.5.  Ballgames is directly correlated to TOFs performance but it is not statistically significant at r> 0.05 Motor sports is directly correlated to TOFs performance but the relationship is not statistically significant at r>0.05. Water sports is directly correlated to TOFs performance and the relationship is statistically significant at r<0.01. Insights from the study could enhance TOFs’ management capacity to utilize sports tourism for better financial performance. Strategic planners in tourism industry could also gain from the study since it could help them develop effective strategies that transform sporting activities into opportunities for real wealth. Findings could also guide the government to develop relevant policies that enhance tourism development.

Abstract: Juvenile recidivism presents a significant challenge to the criminal justice system, impacting both the individuals involved and broader societal safety. This study aims to identify the key factors influencing recidivism and successful rehabilitation outcomes by utilizing a dataset of over 25,000 individuals from the NIJ Recidivism Challenge. We employed machine learning techniques, particularly Random Forest Classification, combined with SHAP (SHapley Additive exPlanations) for model interpretability. Our findings indicate that Supervision Risk Score, Percent Days Employed, and Education Level are critical factors affecting recidivism, with higher levels of supervision, successful employment, and education contributing to lower recidivism rates. Conversely, Gang Affiliationemerged as a significant risk factor for reoffending. The model achieved an accuracy of 68.8%, highlighting its utility in identifying high-risk individuals and informing targeted interventions. These results suggest that a comprehensive approach involving personalized supervision, vocational training, educational support, and anti-gang initiatives can significantly reduce recidivism and enhance rehabilitation outcomes for juveniles, providing critical insights for policymakers and juvenile justice practitioners.
