Abstract: Training and development (T&D) (also known as Human Resource Development – HRD) and its strategic role are currently debated at the national, organizational and individual levels. General literature regarding its impact is undecided. Now days, organizations operate in a complex and changing environment that greatly influences their growth and expansion. To cope up with this changing environment they need to develop their human resources. This is because the survival and growth of any organization depends on the quality of human resources. Having this in mind this study was conducted to assess HRD practices and challenges in the selected Yangon International Airport. The study used both primary and secondary data sources. Cross sectional survey was employed taking a sample of 171 respondents from three departments (Airport, Passenger service, In flight service) selected through simple random sampling technique to collect data through questionnaire. Besides, focus group discussion and interview were used to consolidate and verify the information. Data were analyzed and interpreted using descriptive statistics based on SPSS 16.0 and qualitative technique. The finding of the study showed that the employees have good awareness towards HRD concepts and they were able to relate those concepts with HRD. However, as the results proved the sector bureaus were not in a good track in practicing training and development, career development, organizational development and performance appraisal. The finding also indicated that the sector bureaus were not in a position to doing personal analysis and confronted with the variety of challenges in the practice of HRD. Generally, based on the findings the sector bureaus did not have good HRD system. In conclusion in order to minimize problems in the practice of HRD first and foremost, in the three departments, HR should get due attention since it is an engine for other resources. In Meeting HR need, the HRD practices should also focus on career development and post training evaluation should be exercised in order to increase the effectiveness of the program. Moreover, to overcome the challenges of HRD practice there is a need for skilled human and financial resources, to differentiate high and low performers by using performance criteria and providing the necessary technical and interpersonal support to make HRD process more sustainable.

Abstract: The purpose of this study was to assess the effects of smartphone usage on self-directed learning activities by considering the case of Mount Kenya University Kigali, Rwanda. The targeted population was 1,984 students of six schools of Mount Kenya University, Kigali and 180 lecturers, from which a sample of 95 students and 64 lecturers was obtained using simple random sampling technique by applying Slovin’s formula. Data was collected using questionnaires and interview guide. The analysis and interpretation of quantitative data was done using statistics such as frequencies, percentages, weighted means, standard deviations and Multiple Regression Analysis. This was achieved using Statistical Package for the Social Sciences version 20.0 (SPSS V.20.0) and Microsoft Excel 2013 software as the tools for analysis. Qualitative data was interpreted using content analysis. The research findings was presented using graphs and frequency tables. The analysis of the study indicated that 89 (93.70%) of the respondents students owns smartphones and 87 (91.60 %) of them participate in self-directed learning activities such as 85 (89.50%) of the respondent participating in knowledge sharing and collaborative learning activities and 71 (74.70%) of the respondents confirmed to participating in self-guided reading and researching activities. From the Multiple regression analysis, it was found that the correlation coefficient r=0.591, signifying a moderately strong, positive correlation between the usage of smartphones and self-directed learning activities. Recommendations included, conducting awareness campaign on potential benefits of smartphone in education, promoting self-directed learning at higher learning institution and breaking barriers that compromise information access such internet access facility.

Statistical inferences using 2-way ANOVA indicated that a high reliability was achieved by the data collection instrument with Cronbach’s alpha coefficients consistently returned high scores averaging 0.8. Both tests of significance using ordinary regression and correlation analysis indicated a strong significance amongst the variables as well as when combined against the dependent variable. This enabled a conclusion to be made that Communication, leadership Style, Organization Culture and Organization resources all affect the effectiveness of implementation of strategic plans. Data for this study were applied descriptive statistics (frequency, means, and standard deviations) to all the questions and cross tabulation and ANOVA (Analysis of Variance) to gain an understanding of the nature of responses. As the result of the research from demographic data found that, the majority of the respondents were male 71.3% and 30.9% of the respondents were between the ages of 36 to 45 years old, and 45.7% of them indicated their job was professional while other 25.5% of the results refer to income earning of $11,001 or higher. Abstract: The Balanced Score Card (BSC) is an important tool used in measuring performance of an organization. It entails four different perspectives: Financial, Customer, Internal and Learning perspectives. The financial perspective evaluates the organization ability to meet the expectations of shareholders. The customer perspective focuses on the ability meeting the demands of the customer. The internal perspective seeks to ascertain if the organization has chosen the right business policies and processes that would deliver customer and shareholders’ expectations. Lastly, the learning perspective evaluates if the organization is focused on its vision and if it is flexible to sustain its ability to change. BSC tool provides a powerful framework for building and communicating strategy by allowing the business model to be visualised in a strategy map which forces managers to think about cause-and-effect relationships. The research designed adopted was descriptive research. The study relied on primary data which was collected through administering structured questionnaire comprising of closed and open-ended questions. The findings of the study indicate an excellent response rate 73.9% with the distribution being in all the different groups of targeted responses. The study established a correlation value of 0.773 which indicates that there exists a positive relationship between BSC and performance of the organization. The regression model that was used was significant at 95% confidence level. The study established that learning measures positively affect organizational performance more than other variables in the BSC hence it was recommended that Learning measure should be given a priority for performance of the organization.
