Abstract: Imagine a Scenario from a James Bond Movie or any other Western Spy/ Espionage Thriller, where a Scientist, an Engineer, a Medical Doctor, A Senior Professor or a Government Officer or a High Profile Person is under Surveillance or Kidnapped etc, which creates National / International Headlines/ Breaking News or High Anxiety or Tension or Red Alerts in the Global Community. On the other hand imagine a Scenario, where there are Spies in and around us Here, There, and Everywhere YET Nowhere. Is it possible YES, Pakistan’s Beggars Community, comprising of Male and Female Beggars, Men, Women, Boys, Girls, Young Children and even infants who do NOT Own Houses or Properties or live in Rented Apartments / Flats, they do not maintain Bank Accounts, Debit/ Credit Cards they do not get Salaries, they do not operate any Legal Business Entitities they do not pay any Income Tax, or File I.T. Returns they have do not Driving License, Passports, Educational Background or any Legal Documents BUT Wait…. They do NOT even possess the National Data Base and Registration Authority (NADRA) Computerized National Identity Card (CNIC) to prove, their “Legal Existence” on the Pakistani Soil. In this Land of the Green & White Crescent, we see and hear about the famous “Green Star” Marketing products, ……… but we do not have the Identity or Database on the NOT Dozens NOT, Hundreds, NOT Thousands, NOT Hundreds of Thousands but MILLIONS of People Existing on the Pakistani Soil on a Daily Basis, with no “Legal Identification”. The biggest Problem of the Civilian) (So-Called) Democracy is that there appears to be almost nothing which can be termed as Civilized. The biggest Curse or Evil of this So-Called “Democracy” is that the run of the Mill Politicians (Even if they are Educated) or even with FAKE DEGREES fight like (…. Now what words should be written here). We can say small Street Children on the Floors of the Legislative Parliament. Fighting, Calling Names Abusive Language, Breaking of Chairs / Furniture is an almost Regular Routine Affairs since many years in the Pakistan Parliaments as Evidenced by the Print / Electronic Media. Management, Strategic Management, Organizational Behavior, Leadership, Qualities, Discipline, Protocol, Practices, Procedures, Norms, Decorum or Strict Observance of the Chain of Command do not have any Meaning or Value in this (So-Called.) democracy.
DEMOCRACY: Now coming back to these Beggar People comprising of Beggars, Male and Female Prostitutes, Pimps, Young Children, Eunuchs, and Transgender People with no “Legal Identification” is not only a BILLION DOLLAR QUESTION MARK but an Alarming Situation, as these Civil / Criminal Elements, with innocent faces and stretching their “Palms for Alms” at every Street, Nook and Corner may be working for any Foreign Organization / Group, purely Un-Detected but totally protected / shielded or under cover, because of NOT having any “Legal Existence” and also NOT creating or arousing any Kind of Suspicion, Anywhere, Anytime, with Anybody for Any Reason. Whatsoever because or the Perfect (Under) Cover of the Beggar or Poverty-Stricken Person who cannot be TRACKED / TRACED as they do not Legally Exist.
